Yes, Spigot end bushings are made to fit in socket end fittings, so a 437-249 will fit inside the socket end of a 437-338. You can also accomplish the same 3" to 1" reduction with a single part (437-335) found here: https://www.pvcfittingsonline.com/437-335-3-x-1-schedule-40-pvc-reducer-bushing-flush-style.html
