What is the inside diameter of this fitting? Will it fit onto 3" sch 40 PVC pipe?

Whenever you see a size associated with pipe, it's referring to the inner diameter (ID) of the pipe. This size is nominal, so the ID of 3" pipe is about 3.042".

Whenever you see a size associated with a fitting, it tells you what the fitting pairs with, not the size of the fitting itself. The "soc" stands for "socket" which means it fits OVER pipe of the same size. Therefore, this elbow is made to fiver over 3" pipe, so it's ID will match the OD of the pipe, which is about 3.5".
